the Commissioner of Weihaiwei.

With reference to my telegram of 2nd October in cypher. Army Council are sending out as recruiting agent to Weihaiwei T. J. Bourne Chief Engineer Pukow Sin Yang Ralway, who will go first to Peking to consult His Majesty's Minister as to procedure for collecting Chinese and will then proceed to Weihaiwei where he will be responsible for receiving approving enlisting clothing and despatching
recruits after collection.
All this will be done in the
name of the Government of the Territory. As a fairly steady
flow of recruits into the Territory may be expected you will no doubt consider and report whether steps should be
taken to construct temporary barracks for their reception or whether existing buildings can be temporarily repaired for occupation. Estimate of cost should be given,
